"open market value" means the amount which the land if
sold in the open market by a willing seller might
reasonably be expected to realize.
No compensation
for land
more than
10 metres
under
surface.
3. No compensation shall be assessed for any part
of land which lies more than 10 metres beneath the
surface where only that part is
(a) resumed under section 4; or
(b)
to be used to accommodate an easement created
under section 6.
No account of increase or decrease in value attributable to the railway.
4. In the assessment of compensation no account
shall be taken of any increase or decrease in the value
of land to which, or to the building works on which,
the compensation relates which is attributable to --
(a) the delineation thereof under section 3 as
part of the railway area; or
(b)
the construction or operation of the railway,
including any damage for which compensation
would have been payable but for the operation of section 21(2).

5.
No compensation shall be payable under item 4 of Part I of this Schedule in respect of pecuniary loss
or damage caused by the temporary closure or temporary
substantial alteration of a street authorized under
