consistent with demands on land. In particular, the Shau Kei Wan Psychiatric Hospital will be planned to take a smaller number of patients; the balance of the provision proposed by the MDAC for psychiatric treatment will be provided at Tuen Mun Hospital and in selected clinics; and
(c) in determining priorities account has been
taken of the needs of the New Towns and of the New Territories, and it is clear that these should have higher priority than the further development of hospital facilities on Hong Kong Island.
Clinic facilities

The MDAC proposed the provision of a total of 305 clinic consulting rooms, but expressed some doubt as to whether this was a realistic assessment (paragraphs 34 and 35 of the MDAC Report).

The distribution of clinic facilities has been re-examined taking into account likely population distribution. As a result, the Director of Medical and Health Services estimates that a total of some 358 consulting rooms might prove necessary in the clinics proposed in the draft White Paper. The MDAC will be asked to review this aspect of the proposals in the light of the most up to date information on population distribution. In this assessment it is intended that provision should be made for extending consultation periods (for example, up to five minutes in the case of general out-patient clinics) and for improving the design of individual polyclinics and clinics on the lines proposed by the MDAC (paragraphs 36 and 38 of the Report).

This regional approach to the development of clinic services was urged in the public comments. One particular aspect of clinic services with which comments were particularly concerned, was that of rehabilitation. The present intention is that polyclinics should contain the necessary rehabilitation services for the areas they serve. The integration of requirements for the physically and mentally disabled is to be covered in a programme on services for the disabled, work on which is now under way.
