In view of the priority afforded the new towns and the

present distribution of general hospital beds, the order of priority proposed for the new hospitals is:

(a) Sha Tin Hospital

1,200 beds

(b) Tuen Mun Hospital

1,200 beds

(c) Shau Kei Wan Psychiatric

Hospital

(d) East Kowloon Hospital

Total:

500 beds 1,200 beds

In addition, a number of "day beds" will be introduced, initially on an experimental basis. If they prove successful, up to 240 such beds could be introduced in selected clinics in the first phase proposals, Efforts will also be sustained, not only by the Medical and Health Department through their health education and family planning programmes but also by other departments concerned with such matters as industrial and road safety, to reduce so far as possible the number of cases requiring medical attention.

It is apparent however that even with all these measures it will be necessary to provide additional temporary beds to meet the MDAC's assessment of bed requirements. This situation will be kept under constant review and every effort made, consistent with overall priorities, to advance the completion of proposals now envisaged.

In terms of the main public comments received the implications are that:

(a) progress will be made as rapidly as is

practicable to improve the present number of hospital beds both generally and for particular specialties;

(b) in the circumstances of Hong Kong the case

for large hospitals is compelling but hospitals will be kept as small as possible
