Attachment to existing structure

37. Although attachment of a wholly new organisation to the existing CUHK federal structure would cause problems there is little doubt it could be done. Should a CUHK Medical School be agreed the Vice-Chancellor has proposed putting the School on roughly equal terms with the existing Graduate School. Pre- clinical students would be allocated to Colleges for: all purposes except academic supervision and teaching, which would be the responsibility of the Medical School. Clinical students would be similarly under the Medical School and in the general life of the University would have access to all student amenities, including student residential hostels.

Admissions

38. The question of how to handle admissions proved difficult bearing in mind the need to operate medical education in Hong Kong on the basis of a course of five years (consisting of two years pre-clinical and three years clinical). It would also be

essential to provide openings both for Chinese Middle School candidates and for Anglo-Chinese School students who had passed the appropriate "A" level examinations.

39. A solution discussed with CUHK was to require confirmation from the University that the existing planned targets for the first year intake would be retained and then to graft the proposed Medical School on at the end of the CUHK first year. Entrants to the School would consist partly of students from the CUHK first year (whether from Chinese Middle or Anglo-Chinese Schools) who had attained a sufficient standard in the necessary subjects: and partly of students entering directly from outside CUHK who had attained that standard by other means.

40. It is accepted that in the circumstances it would be fair and reasonable that entrants to the CUHK Medical School should acquire at some point prior to their admission an "E" grade in Chinese in the Hong Kong School Certificate Examination, because CUHK is a specifically bilingual University. At the same time it was put to the Vice-Chancellor, and he agreed, that all teaching and all examinations for the Medical School would have to be in English, as this would be a GMC requirement.

41. A major problem is that of ensuring that admissions to the medical course favour neither external nor internal candidates. To secure this it would be necessary to appoint for at least the first six annual intakes to the new School a Medical Admissions Committee. This should have an independent Chairman. This too has been accepted in principle by the Vice-Chancellor.

The Medical Admissions Committee's functions would be to:

(a) admit on behalf of the CUHK Senate students to the course in medicine in accordance with their proven academic performance and their promise subject only to their having at least an "E" grade in Chinese and English in the Hong Kong School Certificate examination;
