Medical Academic Advisory Committee
34. In the event of a Medical School being approved for CUHK it would be essential for the University to appoint a Medical Academic Advisory Committee with members drawn from areas acceptable to the British GMC. This is the system used in the U.K. in setting up recent new Medical Schools, such as Nottingham, Southampton and Leicester, and has served its purpose well. Names of candidates for appointment to the Medical Advisory Committee would be proposed by the UPGC and a final selection agreed in consultation with the University. The Medical Advisory Committee would be technically advisory in function as well as in name but its advice would have to be given very great weight and the eventual release of funds would depend upon co-operation between the University and the Committee. Terms of reference have been drafted for it on the following lines;

"(1) to determine in consultation with the University
(i) the choice of Dean of the new School;
(ii) an outline medical curriculum;
(iii) the translation of that curriculum into building
requirements for submission to the UPGC.
(2) to advise on the pattern of senior staffing;
(3) to be represented on the appointment committees for
senior staff."
It has been ascertained that the proposal is acceptable in principle to the Vice-Chancellor.
Inspection and registration by GMC
36. In order to achieve registration of the proposed School's graduates it is understood that the British GMC will require to inspect the School's progress as it develops. They may do so towards the end of the first intake's, pre-clinical course and again about a year before the end of the first clinical course i.e. in the second year after starting and again in the fourth year. Normal procedure is for the GMC representatives to assess the teaching and its organisation up to the stage that has been reached when they visit and it is then incumbent on the University to meet any criticisms they offer. This means that although no formal written guarantee can be given beforehand that the degree will be registrable it can in practice be so assumed.
