Chapter 5

A REGIONAL APPROACH

5.1

Since 1949 one of the most noticeable features of

Hong Kong has been the increasing concentration of population in

the urban areas, particularly Kowloon. With the development of

Kwun Tong and more recently of the new town at Tsuen Wan a new

pattern of population distribution has already occurred.

With

the development of the new towns at Sha Tin and Tuen Mun, this

pattern will become more marked. The provision of medical and health

facilities must reflect this and the emphasis must be on ensuring

that medical services are available within reasonable access of the

new centres of population. It is accordingly opportune to introduce

a fresh approach to the administration of medical and health services

to ensure that future planning can be based progressively on a more

direct and more comprehensive view of the medical and health needs

of each of these main population centres.

5.2

Some parts of the health services are already administered

on a regional basis; the administration of medical services (concerned particularly with the hospitals) remains centralised at Medical and

Health Department headquarters. These aspects will now be brought

more closely together and a coordinated management system for both

medical and health services will be developed at regional level. With

this new approach the medical and health divisions of the department

will be more closely integrated, future planning will be better

related to the needs of each area and the way will be opened for the

establishment of new integrated arrangements to enable fuller use to be made of available hospital beds.
