These proposals involve the following changes to

the recommendations made by HDAC:

(a)

a revised distribution of the 1,000

psychiatric beds originally planned

for the proposed hospital at Shau Kei Wan;

(b)

that priority be afforded to the hospitals

at Sha Tin and Tuen Mun;

(c)

the intention to plan the hospital proposed

for Tuen Mun from the outset for 1,200 beds;

and

(a)

the achievement of the ratio of 5.5 beds

per 1,000 population over a longer period.

The progress of these proposals will clearly require

to be kept under close review. In view of the long lead time

for the construction of major projects, it will be important

to identify critical decision stages and to ensure that

wherever possible smooth progress is maintained. To this

end the items described in this White Paper will be recommended

for inclusion in appropriate categories of the Public Works

Programme and the MDAC will carry out an annual review of

progress each year, during which the Committee will also

roll the plan forward to ensure it keeps as closely as

possible in step with the developing requirements of the

population.

The first such review will begin in the last

quarter of 1974.
