Explanatory Memorandum

This Bill provides for the control of

acetylating substances because of their possible use in

the manufacture of heroin.

Part I contains the short title and the

interpretation clause.

Part II provides for the control of

acetylating substances and for the issue of licences

and permits by the Director of Commerce and Industry.

Part III deals with evidence, powers of

search and seizure and forfeiture.

Part IV provides for miscellaneous matters.

The Schedule specifies acetylating substances.
