large quantity of Part I Poisons and Antibiotics were seized, which if released onto the illicit market would have been worth almost HK$1,000,000.00. A man, Krr Fat-hing (2263/4099/5281), 29 years and a woman, Ho Kwai-fun (0149/2710/5358), 24 years, found in the premises were arrested. KIT was charged with Possession of Part I Poisons and Possession of Antibiotics. Ho was separately charged with Possession of Part I Poisons and Possession of Antibiotics. Both were also jointly charged with Possession of Part I Poisons. KIT was convicted on all charges and fined a total of HK$2,700.00. No evidence was offered against Ho.

44. On 29th January, 1974, officers of the Narcotics Bureau using a General Authorization under the Pharmacy and Poisons Ordinance raided a medicine company in Mong Kok, Kowloon. A search was made and from a small store room at the rear of the premises a large quantity of Part I Poisons and Antibiotics were seized. A woman, WONG Mui (3769/1188), 38 years and a man LAU Sun (0491/2450), 38 years, found in the premises were arrested. WONG and Lau were separately charged with Posses- sion of Part I Poisons and Possession of Antibiotics. WONG was convicted on both charges and fined a total of HK$2,500.00. No evidence was offered against Lau.

45. On 2nd January, 1974, after several weeks of surveillance, officers of the Narcotics Bureau raided a flat in the Western District of Hong Kong. The premises was searched and 2.9399 kilo- grammes of a mixture containing 0.9081 kilogrammes of salts of esters of morphine were found in

Following information received from WONG, a second raid was made at a different premises in the same building. This produced a seizure of 14.65 kilogrammes of pure barbitone and 6.49 kilo- grammes of diphenhydramine hydrochloride, which is a Part I Poison. WONG was charged with Possession of Dangerous Drugs for the Purpose of Unlawful Trafficking and Possession of Part I Poisons. He was convicted on both charges and sentenced to 4 years and 1 year imprisonment respectively; sentences to run concurrently.

46. In early January, 1974, the Narcotics Bureau received information from the United States Drug Enforcement Administration that two women were due to arrive in Hong Kong to purchase a quantity of heroin. The women were American female Louella Carolyn LEON alias LEUNG Yin-mei (2733/3601/1253), 29 years and Chinese female, Shirley SHEN Kai-fung (3088/0796/7685), 27 years. The two women were identified and a surveillance operation was mounted against them on 11th January, 1974.
On 21st January, 1974, officers of the Narcotics Bureau raided a house in the New Territories and after a search seized a quantity of heroin packed inside a suitcase. LEON and SHEN were in the premises and were arrested. The quantity of heroin seized was 969.7 grammes of a mixture containing 320.8 grammes of salts of esters of morphine. LEON and SHEN were jointly charged with Possession of Dangerous Drugs for the Purpose of Unlawful Trafficking. LEON was convicted and sentenced to 31⁄2 years imprisonment. No evidence was offered against SHEN.

47. On 22nd May, 1974, acting on information, officers of the Narcotics Bureau raided a residential flat in a housing estate in Kowloon. The premises was searched and a quantity of No. 3 heroin was found. A man, LIN Charp-hoong (6647/7162/7703), 31 years and his wife, HEUNG Man-wah (0686/2404/5478), 23 years, found in the premises were arrested. The total
The total quantity of heroin seized was 1.8725 kilogrammes of a mixture containing 0.8177 kilogrammes of salts of esters of morphine. LIN and HEUNG were jointly charged with Possession of Dangerous Drugs for the Purpose of Unlawful Trafficking. LIN was convicted and sentenced to 4 years imprisonment. No evidence was offered against HEUNG.
LIN's arrest was of considerable significance which is not fully reflected by the quantity of heroin seized. Up to the time of his arrest LIN was known to be involved at a high level in a manufacturing and distribution syndicate.
