(b) the possibility of assistance along the
lines of the A.C.E. scheme (Aid to Commonwealth English). Although it was confirmed that these are tentative ideas only, Mr. Wade appeared very receptive, and ready to look further at these, as soon as we wished to advance them. Mr. F.K. Li envisaged that Hong Kong's main interest in C.F.T.C. would probably be in the field of consultancy. We have a continuing need of specialist consultants in many fields.
Mr. Wade confirmed that there are other non- independent territories taking part in C.F.T.C., though not listed in the roll of contributors as received from Mr. Kidd of the H.K. Government Office in London 16)1 in CR 3/2041/74_7. He mentioned the various associated states in the West Indies, who participate through the U.K.`

Mr. Wade confirmed that the C.F.T.C. financial year runs from 1st July. He hoped very much that H.K. could agree to participate during the C.F.T.C. current financial year, mentioning that this would enable the Commonwealth Secretariat to unlock substantial Canadian contributions which are available this financial year

in a position to encourage Mr. Wade to believe that H.K. might join before 1st July 1974, though clearly if there is a suitable technical assistance project which could be set in motion immediately, it might well be worthy of serious consideration, as Mr. Wade hinted that the C.F.T.C. would give even more than the usual "multiplier" if a project could be launched with funds available to C.F.T.C. up to 30th June 1974.

Mr. Wade enquired whether we could give him any idea of our possible contribution, if we should decide to join. It was pointed out that we had just received from the H.K. Government Office in London a list of current CFTC contributions, and had not therefore decided
It was what sum to recommend for FC consideration. mentioned without commitment that around £15,000 was a possible rate for the first year or so, while H.K. contacts with the C.F.T.C. are developing (i.e. while
Mr. Wade seemed a we see what it is worth to H.K.) little disappointed with the figure suggested mentioning that the Secretary-General had hoped that HX, might subscribe around £28,000 which would put our contribution
Ho re-iterated that on a par with Bangladesh and Jamaica. C.F.T.C. is keen to have H.K. as a contributor right away, if the H.K. Authorities are prepared to join.
