This meeting was basically intended as a courtesy call by Mr. R.H. Wade, Deputy Secretary-General, Commonwealth Secretariat, and follow-up to the visit in January 1974 of the Commonwealth Secretary-General Mr. Arnold Smith.

Mr. Wade is a New Zealander, and has served his country as Ambassador or High Commissioner in Singapore, Malaysia and Japan. He has had wide experience of Asia over the past twenty years.

Mr. Wade was evidently very keen that H.K. should join the C.F.T.C. pointing out that the "Multiplier" incorporated in C.F.T.C. subscriptions would mean that H.K. could get back in assistance of various kinds substantially

that participation of H.K. in C.F.T.C. would help to enhance the standing of H.K. within the Commonwealth.
