We spoke yesterday on the telephone regarding your minute of 18 April co..

the appointment of Miss Logue to Bangkok. I explained at the time, the appointment of Miss Logue does not come within the responsibility of this Department which is concerned solely with the appointment of Administrative Officers to Dependent Territories. The experience of this Department does, however, suggest that we may be ab offer some advice regarding the method of appointment as we are only too well aware of the difficulties caused by appointing officers to Dependent Territories on varying terms and conditions, and also of appointing Diplomatic Service Officers to Dependent Territories, especially on secondment, on terms that may not be com- parable to those in the Diplomatic Service. I would like to suggest very strongly that if Miss Logue goes to Bangkok it should be arranged that she go as a Diplomatic Service FA on exactly the same terms and conditions of service as every other PA at the British Embassy there. I suggest you should resist any suggestion that she should be seconded to the Hong Kong Government and then posted by that Government on their terms and conditions of service. Whether Hong Kong terms are better or wor than Diplomatic Service terms is not really important, the fact is that they will be different if only in detail,and to have Diplomatic Service personnel within the bassy in Bangkok on varying terms and conditions will inevitably lead to comparisons being made and causa discontent to either one group or the other.

It would seem to me that the only sensible way to handle this appointment is for Miss Logue to be appointed to the Embassy in Bangkok as would any other Diplomatic Service PA and that she there be instructed to work for Mr Law, while the Hong Kong Government reimburse HMG for whatever PSD and Finance Department decide are the actual costs of her appointment.
