Item 3 of the provisional agenda for the Third Special Session of the Commission on larcotic Drugs Report of the Ad Hoc Committee on Illicit Traffic in the Far East Region 1973 - has now arrived and interested parties in Hong Kong have examined it. I thought I would drop you a line to let you know that there is nothing objectionable in any of the recommendations made from our point of view and we go along with them.

There are, however, a number of inaccuracies in the Hong Kong section on pages 14 and 15; these are attached. They don't in any ways affect the recommend- ations made, but I send them to you now in case you think we should do something about them at Geneva; perhaps there will be nothing to be gained by doing so as they are contained in what is purely background information. Additionally, on page 7 of Annex 1, Mr. C. Dawson, should read Mr. C.J.R. Dawson,, C.B.E., Q.P.M., C.P.M., Deputy Commissioner of Police'.

Regarding the Angic.S./H.K. exercise, on reading my number (21) in this series of 11th January to yourself and Andrew Stuart, I notice that I only made a passing reference to ground rules, but gave no indication as to what they might be. Our feeling is that until agreement has been reached about the tripartite machinery to be established, it is difficult to suggest the nature of any ground rules. These will have to emerge at Geneva. They should not be difficult to work out I believe. (Your DDA/64 3/165/68 of 10th January for which many thanks.)

On the domestic side, I would be grateful if you would let me know the name and address of our hotel in due course so that I may go straight there from the airport on 16th February.
