FOREWORD

The last White Paper about Hong Kong's illicit drug problem was published in 1959. International con- cern about trafficking has since mounted as drug abuse spread in many countries. Locally addiction has been contained rather than reduced, despite work which has gained international recognition.

Against this background, the purpose of this White Paper is to outline what has happened during the past decade, to review the present position and to indicate the way ahead. It is intended to explain how additional and new methods will be sought and why

they must be found, if acceptable progress is to be made with tackling an intractable problem rather than to make detailed proposals about what the methods shall all be.
