THE PROBLEM OF NARCOTICS IN HONG KONG

Honourable Members will recall discussing last year the five papers prepared by the Commissioner for Narcotics about the illicit drug trade. They noted that these would be followed by a White Paper, as mentioned by the Governor in his address to the Legislative Council on 17th October 1973.

The White Paper, which reflects the recommendations approved, is now annexed.

It has been examined by ACAN, and the text embodies a number of amendments proposed by its members.

Arrangements are in hand to translate the Paper into Chinese and to print it with a view to publication.

Honourable Members will be invited to advise that it

should be tabled in the Legislative Council.

(The Secretary for Security (Mr G. P. LLOYD) and the Commissioner for Narcotics (Mr N. G. ROLPH) will attend before the Council for the discussion of this item).
