Thank you for your letter of 16 February with the figures of naturalisations in Hong Kong. It is gratifying that, whatever the reasons, these figures show the right trend. If questions are asked in Parliament in the near future we will use the

1 July 30 June figures, though presumably if we have to answer questions next year, a different base date might be appropriate. Meanwhile we naturally hope that the general downward trend will continue. As Michael Wilford said in his letter of 2 March 1973, occasional small upward jumps for special reasons would be tolerable, provided that the general direction is downwards.
