Mr. Baber is the most senior District Judge. His work has been of a uniformly high standard. He has shown himself to be a competent and very careful judge and in the Chief Justice's view his work is up to the standard required of a Supreme Court Judge. He is a sound lawyer, well-blessed with common sense. The next most semor District Judge is Mr. T.L. Yang. He also is well reported on but he needs a little more experience before he is ready for elevation to the Supreme Court Bench.

I attach a notification (GF 117) of the above vacancies and should be grateful for your approval of the promotion of Mr. W. F. Pickering to Senior Puisne Judge and Mr. E.G. Baber to Puisne Judge. The effective dates of promotion will be notified in due course.
