in the rank of Puisne Judge, Mr. Pickering is considered to be the most suitable candidate for į the post of Senior Puisne Judge. The two more senior Puisne Judges are Mr. A.A. Huggins and Mr. A.M. McMullin, who are considerably younger than Mr. Pickering and who may well be considered for the post in the future. However, Mr. Pickering is to be preferred at present.

If this recommendation for Mr. Pickering's promotion is approved, a vacancy for a Puisne Judge will arise. In accordance with the usual practice, the Chief Justice has consulted the Attorney General and the Registrar General; neither has a candidate whom they wish to propose for consideration.

The Chief Justice has also at my request considered whether there is a member of the local Bar who would be suitable and willing to be put forward for consideration as a candidate. In his opinion, there is none at present.

On the advice of the Chief Justice,

I recommend that this vacancy be filled by the promotion of Mr. E.G. Baber, District Judge, whose curriculum vitae is as follows:-
