We discussed and I attach my first shot at a letter to the Governor. You said you would take a look at it and decide whether it should go in this form, or with the detailed comments in a separate note.
Will you check with Sir Vincent Evans that he has no objection to our sending his minute of 4 February to the Governor, as suggested by Mr. Stuart, or "ould you like us to do so?
There are other points not covered in Sir Vincent's minute, è.g. style of address for judges, mandatory sentences, disciplin ry procedures, confidential reporting etc., Do you consider these should be included in this letter to the Governor?
As requested, I attach Mr Fifoot's minute of 5 September 1973 on the question of confidential reporting on judges. The concensus of opinion is recorded in Mrs. Johnson's minute of 23 November 1973 (para. 10) but no further action has been taken since then.
