It is unlikely to get the right sort of local

man for the post on current terms unless he is looking forward to promotion.

Suggest:

A new post of Magistrates be created to be known as stipendiary Magistrates on, inter alia, following terms:-

(a) to be paid a fixed

per month

salary of, say, $9000.00

(b)

(c)

to have no promotion prospects

to have some legal background (solicitor or barrister) or worked in a Government Legal Department as law officer

(a) to have resided in Hong Kong for at least

15 years before appointment.
