The Political Adviser here has been approached recently by the Pakistani Consulate General for help in obtaining the extradition of two nationals of Pakistan. at present in Hong Kong, who are accused of murdering someone in Pakistan a year ago. The Political Adviser has explained to the Pakistani Consulate General that since Pakistan is no longer a member of the Commonwealth, it is not possible to make use of the Fugitive Offenders Act procedure to obtain the return of the suspected offenders from Hong Kong to Pakistan.

That would be that, except for two factors :
The Pakistani Consulate General have at the same time complained to us about the case of a Pakistani fugitive called Aziz Ramzan Ali.
Islamabad may be familiar with this case in that last year Ali's passport (which was initially confiscated by the Hong Kong Police) was returned to him after Islamabad had been advised by the passport authorities there that Pakistani passports were the property of individuals. The Pakistani Consulate General now claim that this information (which led to Ali being able to flee from Hong Kong to Europe) was supplied to the Embassy in Islamabad by a bribed official and the Pakistani government are considering charging the Embassy for wrongful practice in having sought the information from the passport authorities instead of going through the Protocol Department of the Ministry of External Affairs.
