With reference to para. 3.of Saigon's telegram No. 231, confusion seems to be arising over the definition of a "child", and the precise ages given in Vietnam and those given to us (which we had no means of verifying. From our records, however, there were the following numbers of persons under the age of 18 in the total original group of 119 :-

For our purposes (detention in Social Welfare Department homes)
we regarded those under 14 as children, 4 boys and 3 girls. The remainder were detained as adults.
