1. Mr Tom Cox MP has asked for Mr Ennals' comments on a letter from

one of his constituents, Miss Sarah Mottershead, which appeals for he

in putting an end to the suffering of children in Vietnam.

Miss Mottershead suggests that there are large numbers of child prisoners in South Vietnam prisons. Her account resembles accounts w have seen on previous occasions and which we believe to be exaggerated But since we have no detailed information about the types of civilian prisoners held in South Vietnamese jails, it would seem wise to limit ourselves to saying that it would be difficult for us to intervene in matters of this sort since the South Vietnamese Government claim to b acting within their own internal jurisdiction.

Miss Mottershead is clearly prompted to write out of humanitarian concern for Vietnamese children. It therefore seems relevant to point to HMG's contributions to the Red Cross and The Save the Children Fund and to our decision to make a contribution to UNICEF to help with the organisations' relief programmes in Indo-China.
