I am an American writer and professor at San Fran- cisco State University.. I am deeply concerned with the rights of men and women throughout the world. I am writing to you concerning the case of the 118 South Vietnamese citizens who were de- ported from Hong Kong on June 17th of this year, and who are now being held in Con Son prison for trial.
It is my understanding (from reports in the London Times, the Hong Kong Standard, and the London Guardian, as well as from other newspapers) that there are a number of women and children among the 118 prisoners. It is also my understanding that the Saigon Government gave assurances to the British and Hong Kong Governments that the returned South Vietnamese would receive "lenient treatment." trust this promise is being kept.

In view of the overall responsibility of the British Government in matters connected with the administration of Hong Kong, I urge you to đo everything in your power to see that the assur- ances made to both the British and Hong Kong governments by the Saigon authorities are adhered to I urge you, dear Mr. Callaghan, to see that a thorough investigation is made into the condi- tions under which these 118 people are being de- tained, and into the basis for the charges under which they are being brought to trial.
