time in Saigon the 3 remaining persons began to round up people who wish to go to Hong Kong illegally. The illegal emigrants, divided in small group of 3 to 7 persons, were brought to Bien-hoa and Longhai in disguise as picnickers going

to the beach.

On 25 May 1974, the 119 illegal emigrants were at Longhai. In the ngiht of 28th May 1974, they were ferried, by fishing junks to a freighter, the "Grand No. 1", a Panamian ship, mooring at 75 miles outside the territorial waters of Vietnam, to go to Hong Kong. The ship was hired by Phu Nam in Bangkok at the cost of 610 HK dollars per person.

On 2 June 1974, the "GRAND NO. 1" reached Hong Kong, moored at a point 40 miles from Hong Kong. The illegal emigrants were then: transferred to a fishing junk, hired by Phu-Nam, to reach Hong Kong. The fishing junk was interaepted by the Hong Kong Police. The illegal emigrants were arrested and

sent back to Vietnam.

4) Concerning the results of the investigations, besides 119 persons who are illegal emigrants the majority of them are deserters, draft dodgers, insoumis there are 69 other persons arrested for having connection with the smuggling ring, and 12 other who are still at large,

among whom are Phu-Nam and Kwok Wah Leung.

During the questions and answers period the General, Commander of

the National Police Forces made the following statements:

- I have not heard of commitment by the Government of the RVN to anything special with any Government. The Government of the RVN only assures that the said 118 persons will get a fair trial according to the laws of

the Nation.

- The removal of the said 118 persons to Con Son aims only at avoiding interferences by their relatives, and facilitating the investigations to discover the sources of the smuggling racket which organizes the smuggling out of those persons to Hong Kong. Also, Con Son is under the administration of the Civilian Court of Saigon. So there is nothing irregular.

As regard to the case of 118 illegal emigrants, the position of the Government is very clear. It is to show th Pirit of upholding the national laws and the determation by the Government to eradicate the social corruptions, according to the National Policy for promotion of Social purification, proclaimed by the President of the Republic.
