On the 13th July 1974, The General Commander of the National Police Forces in Saigon, in a press conference, has revealed the results of the investigations in connection with the 119 illegal emigrants to Hong Kong.

He said:

1) In general background, the smuggling of the 119 illegal emigrants from Vietnam to Hong Kong was operated by a syndicate masterminded by 3 Chinese men and 1 Vietnamese.

Two Chinese men, taking advantage of the relaxed procedure of letting foreigners enter Vietnam in transit for 7 days without visa requirements, to come to Vietnam in several times, to organize the smuggling plan.

The smuggling ring was well organized, in wide scale, including three points of connection in Saigon, Bangkok, Hong Kong.

The agents of the network approached wealthy people in Vietnam who wish to go to Hong Kong illegally. They organized their trips to Bienhoa and Longhai, from where the illegal emigrants were ferried, by fishing junks, to an ocean-going vessel mooring on the highseas outside Vietnamese territorial waters, to go to Hong Kong.

2) The ring network was divided in several groups:

- One leading group which is based in Saigon and Hong Kong, and composed of 3 chinese men named Chen Hsuen Chin, llı years old, the leader; Phu-Nam, 46 years old; Kwok. Wah Leung, 38 years old; and 1 Vietnamese named Do Van Thuy 43 years old.

One intermediary group composed of 19 persons serving as agents to approach people who wish to go to Hong Kong illegally. Among those 19 persons, 14 were already arrested.

One group composed of persons who provided foods and lodgings for the illegal emigrants, during their temporary stay at Saigon, Bienhoa and Long-hai. There were 19 persons in this group; 8 were arrested.

One group composed of those who provided transportation facilities to help the illegal emigrants to escape. There were 5 persons in this group; 3 were arrested. The Police have seized 4 fishing junks, 2 microbus, 1 Limousine, and 2 motobikes.

3) The smuggling plan worked in the following pattern:

During the months of April and May 1974, ↳ ringleaders met in Cholon to organize their smuggling plan. After that, Phu-Nam returned to Hong Kong to hire ship and transportation facilities.
