MR VUONG VAN BAC, SOUTH VIETNAMESE FOREIGN MINISTER:

BIOGRAPHICAL NOTE

Mr Bac was born in 1927, in what is now North Vietnam, and

educated at Hanoi University.

Legal Adviser at the Prime Minister's

office in Saigon. Attached to the Republic of Vietnam's delegation to

the Paris Peace Talks and continued to act as adviser to the delegation

after his appointment as Ambassador in London in 1972. No previous

diplomatic experience.

Appointed Foreign Minister in the autumn of 1973 by President

Thieu, with whom he is on close terms. As Foreign Minister he has been

very active internationally in promoting his country's cause and in

attempting to counter North Vietnamese propaganda. At present he is on

his way back from the Law of the Sea Conference at Caracas.

Married with four children. Speaks good English and fluent French.

Intelligent, sociable and friendly.
