The Prime Minister has asked that you thank President Thieu for
his recent letter; and to confirm our full support for the Paris ·
Agreement. We deplore all violations. He welcomes the President's wish
to sce serious negotiations between the parties resumed. How do you
think such talks might get started? Is your offer of direct talks with
North Vietnamese Ministers meeting with any response?

2. We have noted the assurances your Government gave that there would
be no harsh treatment of the illegal immigrants returned by the Hong
Kong authorities. There is great press and parliamentary interest in
this country. We attach the utmost importance to these assurances.
Political prisoners
3. This is an internal matter, particularly difficult in the present
security situation. We have noted some recent releases. Further
progress on these lines would help your well-wishers in this country,
especially where 'religious' prisoners are concerned.

4. The PRG does not fulfill our criteria for recognition. We shall
be guided by this when dealing with North Vietnamese pressure e.g. for
PRG representation at international meetings.
