CALL BY THE SOUTH VIETNAMESE FOREIGN MINISTER, MR VUONG VAN BAC ON LORD GORONWY-ROBERTS ON THURSDAY, 4 JULY AT 4:30 pm

1. I attach talking points, background, and a biographical note.

Mr Bac's call provides a convenient opportunity to convey the Prime

Minister's reply to the recent letter from President Thieu.

HM Ambassador Saigon agrees.

2. The Minister may also wish to underline our concern over the

illegal immigrants from South Vietnam recently repatriated from

Hong Kong.

Thereafter the Minister might like to listen to Mr Bac's views on

the general outlook for South Vietnam with particular reference to

levels of US support. If a suitable opportunity arose the question of

political prisoners might also be mentioned. Mr Bac himself is well

aware of the damage done to his country's image abroad by the

unnecessary clumsiness on occasion of his own internal security

services.
