ILLEGAL IMMIGRANTS FROM SOUTH VIETNAM

1.

We spoke. I attach the South Vietnam Embassy's note of 11 June, requesting repatriation of the one hundred and nineteen Vietnamese and offering full co-operation to this end, which was delivered to me this morning by the South Vietnam Counsellor.

2. I told Mr Khe that the question had been submitted to Ministers for their decision, and said that his Government's request would be brought to their attention. I explained to him the normal UK practice in dealing with such cases, and said that this was one aspect which Ministers would be taking into account.

Mr Khe did not know what penalties attached to illegal exit from South Vietnam or to draft dodging, and was not therefore able to add to such assurances as have already been obtained in Saigon.
