We spoke yesterday about setting up a board to interview Chief Superintendent Howell to assess his suitability for the post of Director of Criminal Investigation in Hong Kong, and you agreed that we could go ahead informally with the arrangements.

2.

As I mentioned on the telephone to your PA in your absence this afternoon, this has now been done. The Hong Kong Commissioner has spoken to Mr Howell, who has agreed to attend the board at 11.00 a.m. on Monday 8 July. Macoun, the Overseas Police Adviser, and I will also take part. You kindly agreed yesterday to write to the Commissioner of Police to confirm these arrangements.
