I understand from Platt of the Home Office that you are willing to release Commander Anning for a three week visit to Hong Kong to advise the new Commissioner Against Corruption. Sir Murray MacLehose has now confirmed that he is very grateful for your help and welcomes the suggestion that Commander Anning should be accompanied by a colleague with specialist investigative experience.

The Governor has suggested that the visit should take place from 25 March to 12 April but these dates are not sacrosanct and could be varied to suit the convenience of Commander Anning and his colleague. Hong Kong have made tentative hotel bookings at the Hong Kong Hotel. The travel arrangements will be made by the Hong Kong Commissioner in London, Mr S T Kidd, to whom I am sending a copy of this letter. I suggest that he should get in touch direct with Commander Anning, to arrange the details.
I am enclosing a form of indemnity as requested by the Home Office, to cover the needs of the Police Pensions Scheme.
