The Board, consisting of Kidd, Macoun and myself, duly inte Chief Superintendent Howell on 8 July. We unanimously agreed that Mr Howell was entirely suited for appointment, on secondment, Director of Criminal Investigation in the Royal Hong Kong Poli Force. The Hong Kong Government has accepted this recommenda
3. I would now like to seek formal approval for Mr Howell's! by the Metropolitan Police for a resident tour of 3 years beg if possible, in mid August 1974. In view of the shortness of and in the expectation that Mr Howell's secondment will be app the Hong Kong Commissioner has already gone ahead with prelimi arrangements for a medical examination and for the completion. other pre-appointment formalities.
