The Board, consisting of Kidd, Macoun and myself, duly inte Chief Superintendent Howell on 8 July. We unanimously agreed that Mr Howell was entirely suited for appointment, on secondment, Director of Criminal Investigation in the Royal Hong Kong Poli Force. The Hong Kong Government has accepted this recommenda
