The Board, consisting of Kidd, Macoun and myself, duly inte Chief Superintendent Howell on 8 July. We unanimously agreed that Mr Howell was entirely suited for appointment, on secondment, Director of Criminal Investigation in the Royal Hong Kong Poli Force. 3. I would now like to seek formal approval for Mr Howell's! by the Metropolitan Police for a resident tour of 3 years beg if possible, in mid August 1974.
