Dear Sir,
I beg to enclose herewith a copy of my letter dd. 10th May 1974 to the Attorney General of Hong Kong which was subsequently passed on to the Triad Society Bureau of the Royal Hong Kong Police for actions.
Since my complaints were referred to the Triad Society Bureau, almost six (6) months have elapsed.
To my knowledge, however, the triads whose identities have been established are still carrying on their illegal activities and appear to have been alerted going into hiding as a result of tip-offs from the Chinese C.I.D. detectives in the police force with whom they have had close connections.
In Hong Kong, it is a matter of common knowledge that some Chinese C.I.D. detectives of the Royal Hong Kong Police Force are working together with and relying upon members of triad societies in organising and administering protection rackets and collecting "blind-cye" moneys from vice rackets and illegal establish- ments in the Colony registered with them for unlawful protection in defiance of Crown laws which they are supposed to enforce; some detectives in the ranks and files are or have been triads themselves; that some Chinese C.I.D. detectives and triads are of the same moral standard and personality.
In the interestof justice and the public in Hong Kong, I sincerely hope that you will call for a report on the matter from the Triad Society Bureau of the Royal Hong Kong Police and ask their officers to prove that they are devoted to their duties as members of a law enforcement agency, that they are upholding Crown laws in accordance with the policies of the British and Hong Kong Governments, and that they show no favour to agents for their colleagues,
