Clinton told Crowson in his letter of 11 May that Mr Pun would be informed of the correct method of petitioning the Secretary of State in accordance with the provisions of CR169.

2. I enclose a copy of a further letter dated 24 November which Mr Pun has addressed to the Secretary of State and with which he enclosed a copy of a letter dated 8 November addressed to "The Inspector General of the Colonial Police." The letter (and its enclosure) have not yet come to light here but I imagine that you may already have received a copy of Mr Pun's letter of 10 May to the Attorney General.

3. We should be grateful if you would remind Mr Pun of the correct method of transmitting his petition.
