Lai Fu( ) is an influential triad society leader and very popular among criminals involved in 'Lo Chin Kuk' or 'Tin Sin Kuk' rackets; for monetary considerations he gives triad society protection to -the criminals in question and does "special jobs" for them. As a result of this
relationship, he knows the whereabouts of and often visits the premises of the swindle rackets in question. In the premises of these rackets, Lai Fu is looked upon by their bosses as a "guest of honour" and is usually entertained to good wines such as brandy or whisky while other guests have tea only; besides, tasty dishes such as barbecued poultries etc. will be specially ordered for him to go with his drinks and meals. As a watchman with the China Steam Navigation Co. Ltd. Lai Fu usually does a 24-hour shift; he vorks such shifts for one week and then has the following week off. He does not depend upon the meagre income from his job which is merely intended for concealing his real identity as a triad society leader and organizer of illegal activities. On most Saturday and Sunday afternoons, he used to having tea with his followers and friends on the 1st or 2nd floors of Noble Crown Restaurant in Nathan Rd, Kowloon.
Previously he lived somewhere in Parkes St. Kowloon with his legitimate wife whom he deserted; he is at present residing in Shamshuipo area with his concubine who is a school teacher. Before moving over to his present address, he had lived in North Point area with his concubine for some time past.
Lai Fu is in his fifties and for several decades he has been an active organizer of triad society activities; he has been able to enjoy impunity from prosecution for his breaches of the law simply because he has so far maintained a certain relation- ship with a number of Chinese police detectives; he is acquainted áth former Chinese police detective chief for Hong Kong and Kowloon

For their personal safety, I am unable to disclose the names and identities of these friends of mine who are well acquainted with the persons referred to above.
