GODBER CASE
During a recent visit the Attorney-General of Hong Kong left the enclosed papers with me for transmission to you.
He would be grateful if Counsel's opinion could be obtained on the question whether Godber committed an offence at common law and, if so, whether his return to Hong Kong might be secured under the Fugitive Offenders Act.
Mir Hobley realizes that it is very doubtful whether a common law offence was established, but is anxious to explore every possible. means whereby Godber might be brought to justice.
