CONFIDENTIAL & PERSONAL
2.
Since no public announcement has been made of any decision by H.M.G. not to amend the Act, I wonder if the matter could not be raised again with the new administration, in the hope that the new law officers may be inclined to take a different view?
I realize that the amendment of the Act would probably arouse some opposition in Parliament. But it would be better, from our point of view, for the Bill to be defeated there, than for it not to have been presented at all. Nobody could then accuse us of not having tried.
Would you therefore please consider the possibilities of raising this matter again? If you fail, then we can consider how we should handle the publicity.
