My recollection is that Lord Goronwy Roberts said it might change, and the Secretary of State agreed, but that both emphasised that at present it was strongly adverse to the death penalty. But the crux of the discussion was the Secretary of State's conclusion, namely that in case of any petition to the Queen he would always advise mercy. The Executive Council understand this. In my own mind I am quite clear that were we to confront HMG with another TSOI the outcome would be the same.
