FU SHING People's Commune
Sino-Hong Kong Border
I attach Copy No. 1 of a paper setting out in some detail the political, social and economic structure of FU SHING People's Commune, Po On County, Kwangtung Province, which is situated on the Sino-Hong Kong Border. This paper has been prepared from material obtained over the past year or two from Special Branch sources, interviews with travellers from China and the questioning of illegal immigrants and is believed to represent an accurate picture of the Commune, at least up to the end of 1973.

This Commune is of particular interest to Hong Kong in view of its geographical position. In turn this has resulted in some special features including land-ownership in British Territory, although, by and large, it reflects a typical Commune in Kwangtung Province. I propose, in the first instance, to distribute copies to those who have a direct professional interest but you may consider there are others in Government who have not only an interest but also a need for a paper such as this for reference material. Perhaps you will let me know.
