Special Branch, in conjunction with the military, have

just written the attached paper on the Fu Shing People's Commune which covers most of the Chinese side of the Sino-Hong Kong border. It is most interesting and informative and I believe

you would like to see it. I also enclose a copy for Research Department, at Timothy George's suggestion.

Copies have been circulated within the Secretariat and to the heads of the main departments concerned, and to members of the intelligence community including the representative of JIO (Australia). Because the latter has been given a copy, I have also sent one to the High Commission in Canberra for Maurice Callender.
