3. We intend, however, in separate telegrams to
give OAGS concerned advance notice of the proposals in the Review which do directly affect their territories, Shartly
before 3 December, together with suggestions where
appropriate for a line to take in reply to enquiries, and/or an invitation to inform the local government at the appropriate level in confidence and to report reactions before the statement is made.

It is the firm intention of HMG in any case to continue to maintain their existing obligations
towards the external defence of all our remaining dependent territories.
