DRAFT TELEGRAM TO ALL WEST INDIAN AND ATLANTIC GOVERNORS

MY TELEGRAM NO

1.

...

DEFENCE REVIEN

Specific proposals for the future of SNOVI and the deployment of his frigates are not mentioned in the Ministerial Statement bo be made on 3 December. This

Contract Statement however emphasises our intention to direct our world wide role to concentrate on NATO and to discard

some non-NATO commitments. There is bound to be speculation therefore about the future of SNOWI.

2. You should therefore know that the Defence Review itself proposes that the two frigates hitherto maintained in the Caribbean will be withdrawn

by 1976. Thereafter, we intend to meet continccpcice

SNORT

as they arise by deploying the necessary ships U forces allocated to NATO in the Eastern Atlantic. and his communications will be withdrawn, but an Island Commander and small staff will remain in Bermuda.
