DEFENCE REVIEW:

NON-NATO COMMITMENTS

1. I have seen your minute of 18 November to Mr Preston and also Mr Preston's minute of 19 November and Mr Champion's minute of 19 November addressed to you.

2. I agree generally with the line proposed in the draft telegram to all OAG's in Dependent Territories attached to Mr Champion's minute of 19 November.

3. Clearly, since all West Indian and Atlantic Governors will be affected by the conclusions of the Defence Review, we ought to follow up Mr Champion's draft telegram with another addressed specifically to them. I attach a draft. This draws heavily on your minute of 18 November.

4. Clearly, also, we need to send something even more specific to the Governors of Belize and the

Falkland Islands and I attach two further drafts.

5. I hope that before 3 December we shall be able to say something more to the Governor of the Falkland Islands about the future arrangements for the relief or reinforcement of the Royal Marine detachment. You have left with MOD a minute by me about this and I hope that you will fairly soon be able to get some answers from MOD which we can let the Governor of the Falkland Islands have, even if it has to be for the time being for his own information only.
