The first sentence should be revised to read:
"The deployment of ships east of the Cape from time to time as evidence of our concern for our trade and oil routes would involve only modest expenditure."
ii) At the end of the second sentence it might be appropriate to add to the reference to Diego Garcia the following phrase "where the Americans propose to provide at their own expense
facilities for joint use".

The last two sentences might be combined to read:
"Provided we handled the Shah skilfully we could withdraw our existing Declaration of Forces to CENTO, but we might still be able to get a bonus by declaring to CENTO some forces maintained for other reasons."'

Replace the first three sentences by the following version:
"Withdrawal from either or both of our Sovereign Base
Areas would be likely to lead to severe tension between Greece,
Turkey and Cyprus. Without the SBAs we could not maintain the intelligence gathering facilities to which both we and the Americans attach high importance. An attempt to concentrate in one SBA would not mitigate the political repercussi ns and would involve the abandonment or expensive reprovision of an important part of our intelligence effort."
ii)
Replace the last sentence with the following version:
"If we maintain both SBAs savings would be restricted to
a little less than half the present cost."

Paragraph 30
Amend the first sentence to read: "We retain forces and
facilities in Malta, not in our own interest, but in that of
NATO". Omit the word "but" from the second sentence. Insert the
word "main" before the word "forces" in the third sentence.
