ii) At the end of the second sentence it might be appropriate to add to the reference to Diego Garcia the following phrase "where the Americans propose to provide at their own expense
facilities for joint use".

An attempt to concentrate in one SBA would not mitigate the political repercussi ns and would involve the abandonment or expensive reprovision of an important part of our intelligence effort."

Amend the first sentence to read: "We retain forces and
facilities in Malta, not in our own interest, but in that of
NATO". Omit the word "but" from the second sentence. Insert the
word "main" before the word "forces" in the third sentence.
