1. I attach copies of the draft report to Ministers by the Steering Committee which will be considered by the Steering Committee at its meeting tomorrow, Thursday, at 3.00 pm.
The section on the Strategic Nuclear Deterrent mentioned in the Secretaries' covering note is not included.
2. I attach also an extract from the DSWP report on the costs of retaining certain commitments in the Mediterranean and elsewhere, on which the detailed figures eventually to be included in paragraph 39 of the Steering Committee report will be based. The figures for Option 2 in this extract from the DSWP paper represent the cost of the forces which the Chiefs of Staff considered necessary to meet the con- vinuing commitments recommended by the FCO; and broadly speaking the present recommendations in the Steering Committee's draft reflect the Chiefs of Staff original views in this connection, except that there is no provision for 100 men to support the Five Power Defence Arrangements.
3. Mr Thomson will be circulating as soon as possible a draft brief to be discussed at a meeting with the TUS at 11.30 am tomorrow. If you have any immediate comments which you would like included in the brief Mr Thomson would be grateful to have them during the course of the afternoon.
4. Mr Thomson, Mr Wiggin, and members of WOD and Defence Department will be present at the briefing meeting with the PUS. Mr Elliott has asked that any other sections of the Office who wish to be represented should let me know.
