REINFORCEMENT FORCES

77. Our current reinforcement forces are defined in paragraphs 23 26 above.

They are an important element in our current contribution to NATO. They provide SACEUR with a flexible and mobile strategic reserve, to make up for the inadequacy and the unsatisfactory peacetime deployment of local stationed forces; and they are available for use wherever he wishes to deploy them in the Allied Command Europe (ACE) area.

Option B.1, (Partial abandonment)

78. The Ministry of Defence have considered in detail which reinforcement forces could be cut within the Critical level (Option C) on the basic criterion that forces within this level should be the

minimum necessary to maintain Alliance strategy and the security of the United Kingdom. On this criterion, the Ministry of Defence are unable to recommend the complete abandonment of reinforcement forces: the detailed reasoning behind this judgement is set out in paragraphs 17-21, 34-35, 60, 63 and 69-75 of Annex C. Very broadly our ability to send reinforcements to the Central Region and to the Flanks, especially the Northern Flank, is greatly valued by our allies, and the continued existence of forces in the UK which are needed for

other purposes than reinforcement makes it possible to contine to meet some of the reinforcement tasks at little extra cost and with the minimum of specialist reinforcement resources.
