within a variety of general purpose forces of all three Services,
some elements with the flexibility to meet contingencies and
emergencies for which it is impossible to plan specifically in
advance, and to be available for a variety of tasks whenever
they are called upon to act.
30. In addition, defence policy is in the final analysis an insurance
against the failure of foreign or domestic policies to solve problems
by wholly peaceful means. Examples abroad are the Cyprus emergency
and the Berlin blockade; and there are many others since the Second
World War. At home we need look no further than the situation in
Northern Ireland since 1969 and in the future. In taking decisions
about future defence policy, it is only prudent to consider worst
cases as well as the most probable cases the more so as the
penalties for wrong defence policies can be uniquely high.
